In a 1v1, Homelander easily takes down SB. Homelander has flight and speed to counter the blast. Also with his heat vision he can take the SB while maintaining a safe distance, he could just beat the shit out of him again and again, like he can move in give him a whacking and then fly away before he blasts, and then flyback to resume. However, if the SB somehow connects with his blast, there's no way Homelander wins from there. In a sneak attack/ SB wins it 100%. Overall, IMO Homelander is the favorite.
The only advantage Homelander has against Soldier Boy is flight. Laser does absolutely nothing to SB evident by the fact that Butcher blasted him in the face with his laser and that absolutely did nothing. SB just folded him after that. HL has no speed feat till now. He can only fly fast. Not run or attack fast like A-Train does. As for physical strength and durability, both HL and SB are in the same league. No difference.

In the last episode of season 3, when SB was fully charged and ready, even HL was scared of him. It took nearly the entire 7 with Butcher to stop SB and even then they all failed. It was Marve's sacrifice that saved all of them, in the end.

stormfront from the same generation of V trials but she has more divirsified abilities, he is technically stronger but if we are being realistic even if we assume she's half as strong her other abilities give her a massive advantage, the ability to fly fast enough to break the sound barrier means she can disengage whenever she wants and rain down lightning, she can generate her own momentum and put her whole body behind every punch without worrying about footwork and leverage, she can just fly into him superfast and if she ever gets grabbed or tackled to the ground she is durable enough to survive a few hits while she electricutes whoever is holding her or even fly into the air forcing them to hold onto her or fall.

In the last episode of season 3, when SB was fully charged and ready, even HL was scared of him. It took nearly the entire 7 with Butcher to stop SB and even then they all failed. It was Marve's sacrifice that saved all of them, in the end.
