  • The North River Tunnels connect Manhattan to New Jersey and the West. 820,000 people and 450 trains pass under the Hudson River through these 2.5 miles tunnels every day. But these tunnels were built 120 years ago and they are showing their age. Now, New York has a dangerous tunnel problem on its hands. Cheddar explains how it got this bad and whats being done about it.

      The owners at the time of sale (1963) were the Pennsylvania Railroad, and they sold the air rights to various real estate interests. Then the PRR merged with the New York Central Railroad, but it got botched and the Nixon administration stepped in to nationalize all passenger rail, which is why we have Amtrak, which owns the station now

    Some bridges are similarly exposed. I watched a documentary some years ago where the host went to steel suppport beams of various bridges there and using his bare hands literally ripped out rusted chunks the size of a hamburger from the beams.
    The documentary wasn't just about NYC however, it revealed that a very large percentage of all bridges in the United States are way past their designed lifespan expiration dates and in bad shape.

      Man watt are you going to do, dont you see? People use tunnels and bridges to get across to commute every single day, aint nobody got time to block off an entire bridge and tunnel, so some poor sod can wiggle a wrench and hammer around for 2 months in hopes that the new bridge design plans wasnt built or drawn by a moron who only studied basic architecture.
      AINT NOBODY GOT TIME FO DAT SHIT!!! ill tell you what people have time for, people have time for immidiate disaster, when 1 of these bridges or tunnels collapse you will see how literally everybody for miles who is a "professional construction builders" and "architecture designers" will come to the rescue

      Tell me about it. My state government, several years ago, had to rebuild or refurbish hundreds of bridges all over the state because they were in such bad shape. They literally blew up one in my city and replaced with a much stronger, better-looking bridge with a pedestrian path and a little lookout area halfway across.

      The Golden Gate Bridge and the San Francisco Bay Bridge along with essentially all bay area bridges have continual and perpetual maintenance, every year the entirety of the bridges are sanded and repainted. This has been reality since they were built.
      It didn't really become an issue until California Governor Pete Wilson, a Republican, pulled a trick Out of Reagan's bag and used the new Bay Bridge slush fund to balance the budget, claiming bridge tolls could quickly replace it. The problem is that the interest on the billions held in trust for the project funded the maintenance. When the fund was drained, the toll of $1 wasn't enough and it was raised and now sits at $6, with a federal minimum wage of 7.25 an hour, think about that for a second and it's ludicrous.

      It’s funny how in the poorest times most of our infrastructure was built when tolls were low, most people were working class and we were able to afford it as a society without killing people’s wallets. Nowadays tolls are astronomical, gas taxes and registration fees for vehicles keep rising and yet states can’t seem to come up with enough funding to replace aging bridges and overpasses. That money HAS to be going SOMEWHERE!

    RIP the original Penn Station. What a travesty when it was demolished. We travel to Europe to marvel at the beautiful old buildings while we tear down our architectural marvels.

      On the bright side, the demolition of penn station started the movement to save other NYC architectural landmarks like Grand Central Terminal.

      Sadly, the wars of the last century have done their fair share of destroying classic European architecture, although much obviously still remains. Even still, a hundred year old building would be considered "as good as new" by European measures ;)

      Oh, we're also guilty of architectural vandalism when it comes to rail stations. Birmingham New Street, London Euston, Paris Montparnasse all ruined in the 60s.

      It feels to me like if they had build their wonderful ideas back then we would be more proud of the architecture standing today.
      The 50's and 60's ideals for cities and architecture is a travesty.

      I believe the Army Core of Engineers said that the whole of the US would need a $2 TRILLION investment in its infrastructure to get up to an overall B- grade; up from the D grade we're at now.

    When I lived in NY, I was shocked at the state of infrastructure...it was very dated and ill-maintained, I kind of liked it though...but, it really needs updating!

      mike a Republicans took a majority in the Senate, thats what happened. They killed the project saying it would be expensive and promised if they took the house in 2016 they would find a better way to fund infrastructure. They took the house and they couldn’t agree how to fund it. John Oliver did a whole segment on it, you can watch it on RUclips.

      If it did't cost a bazillion $$$ in way over budget costs, I'd say get it done. NYC public works projects are notoriously corrupt. That's a major reason why it doesn't get done. Boston's "Big Dig" $$$ would be small beans by comparison.

    I commuted from NJ into NYC by train from 2008-2018, and it was just awful. Trains constantly late, overcrowded, huge 60-90 minute delays in both AM & PM once or twice every week. Forget about getting to work on time, or making after work plans that we’re in NJ because I could never know if there’d be a huge delay. Plus Penn Station is a disgusting claustrophobic maze that smells like stale urine and filled with rats, mice, and the biggest cockroaches I’ve ever seen. I only had a 10 mile commute but every day it felt like a wagon in the Donner Party.

      Nobody was going to call it the Cuomo until everyone who called it the Tap died. The old Tappan Zee was officially named the Governor Malcolm Wilson Tappan Zee Bridge, they wanted to honor the former governor but not change the name, which has actual meaning to the region. Cuomo could've just done that and named it the Governor Mario Cuomo Tappan Zee Bridge and nobody would've cared. I still think he just wanted to "honor" his dad but really see it be known as "The Cuomo" honoring him by proxy. Never liked him.

    8:44 that's footage of Port Authority Bus Terminal NOT Penn Station in 2018 during a tiny snow storm the city didnt prepare for which FYI I was there and it took me almost 4 hours to get home instead of my usual one hour.

    My firm is a major lead on this project! It's been a long process to get it from conception to fruition (as is the problem with many rehabilitation projects), but we're happy to see a green-light!

This tunnel project is only for rail (Amtrak and New Jersey Transit), and isn't owned by MTA Bridges and Tunnels, which have the Lincoln, Holland, etc. (road tunnels). I work in the private sector, so I can't speak about the specifics about how public agencies manage their toll funds. We can't take money from other entities, even though in some cases we'd love to when a specific need arises.

    8:55 I am dumbfounded by the age reported in this video, 120 years old. The North River Tunnels began construction in 1904 and entered service in 1910, so it makes it 110 years old in 2020.
    Also to offer a proper comparison, the first underwater tunnel built with shield tunneling technique is the Thames Tunnel in London, UK which was opened to pedestrian in 1843 (177 years ago). It was converted into a railway-exclusive tunnel in 1869 and is still in use today (East London line).

    They mention New York City, New York State, and the Fed but there was never any mention of New Jersey or the money that was there for the Gateway Project/ Access to the regions core (ARC Project) before 2010, which Former NJ Governor Christie cancelled and gave all the money for the project to the highways instead. There’s so much more to this story but I guess there was a deadline.

      @@astroboyhasguns Well, all the rich people have left or are leaving. And I've heard that the top 1% wealthiest people paid 50% of NYC's taxes. Between the high taxes and skyrocketing crime, there's no reason for the wealthy to stay in the city any more, and now the mayor has instituted armed border checkpoints to quarantine visitors for Covid check, so now the place can't even get tourist dollars. One RUclipsr even thinks NYC has entered a "death spiral" because of all this.
      By the time the tunnel collapses, there may not be a New York City to service anymore.

    Yes, I do clearly remember driving on the newly built Tappan Zee bridge, with my parents 1953 Dodge.The Tappan Zee bridge is precisely named for what the Dutch called, what we now call the Hudson River.

    Typical for the NY/NJ area. We pay some of the highest tolls, fares and property taxes in the nation. God forbid the politicians and money men forget to steal. They never want to reinvest in the areas infrastructure. If they applied those taxes and fares back into aging infrastructure we’d have the most high tech and reliable transit system in the country!

      @@arnowisp6244 That tunnel was probably overbuilt given the lack of computers and limited engineering knowledge at the turn of the 20th. Century. I would not be surprised to see it still in operation 20 years from now. By contrast the recently replaced Tapen Zee Bridge used post WWII scrap metal of sorts and was falling apart in fewer than 65 years. Maybe the real issue is quality versus quantity, so many roads, bridges, tunnels pipes, etc. were built, so now have so many things to maintain; maybe America grew too quickly to understand the complexities and costs involved with such a large country and with a relatively large population.

      You forgot to mention that the Berlin to Munich rail started planning in 1991, construction in 1996, and then opened 21 years later, in 2017. These projects take a long time, especially considering Manhattan's bedrock is very hard to bore through.

      NO. railbarges with tracks on them carried cars to Manhattan and Brooklyn and the NY Central had a freight line directly into Manhattan, it is now a 'linear park' above certain streets downtown. The harbor teemed with barges and tugs. There is one carrier still in operation, the NY Cross Harbor RR.

    In London most of the underground tunnels are way older, but they are maintained without anyone arguing about it. There cannot be conflicts about these minimal measures and it requires the presence of the state, through Transport for London, not private contractors to make the key decisions.

    The Gateway project was supposed to begin in the early 2010s until former NJ governor Chris Christie reneged on paying its share of the project which halted the project in its tracks. The project is supposed to be a joint venture between the NY and NJ with the NY/NJ Port Authority managing the project. While this video does a good job talking about the current problems facing the Gateway Project since Trump became president it fails to discuss the broader issues that politics has played (mostly one sided at that) in preventing this much needed project from moving forward.

There are many ways it’s improving as well, and even in the current state is better compared to the late 20th century by a long shot.

They've trashed almost all of the important institutions of the city and hollowed out its tax base. It is now in a way worse position than it was in the 1970s. Back then working from home for office workers wasn't a thing. It is now, and vast legions of people are choosing to do so instead of coming into Manhattan or central Brooklyn. Companies have now figured out that it is possible for huge numbers of individuals to work from home and thus all those nice, fancy, expensive Manhattan offices are not actually needed. Cue more lost tax base.
      NYC is up the creek without a paddle. It voted for its government and now it is getting that government good and hard. Karma's a bitch.

    I went to Penn Station and the Long Island Railroad every work day for 2 years and never appreciated it's history or beauty till now. Thank you for sharing. When myself and my best friend riding from the City to Lindenhurst I saw some of the same people everyday. Especially on Fridays we would fix our hair into a French Twist on the way home. One night we got a raucous round of applause when we were done. That was shockingly hysterical, from this 16 year old.

    With people moving out of NYC and working from home now is the perfect time to rehab one and then another tunnels. The train schedules can be cut back as ridership is down.

      Having to pay to travel on a limited route at limited times, then most likely having to switch to another more of (limited route and times) transportation, and then walking to your destination.
      In the 1950's, with more disposable income, more options for travel, and with a generation that had seen the world - albeit under horrific conditions - do you really think they would turn down this new mode of transportation?
      I'm sorry, but the train just could not compete. And then, as mentioned, the airplane companies improved business, offering a chance to get to far-flung destinations in just a few hours instead of many hours or even days.

      Of course I also have a car (I don't live in a city), but without public transport systems in NYC and other big cities around the world the traffic would simply collapse.

      @@davegreenlaw5654 if we used trains from the beginning, there would be less parking lots, thus less space wasted and there would be shops for everything within walking distance, and most of them will be small family owned businesses as large companies can't maintain small shops and since most of them will be small businesses, small and local farms will be their suppliers and there would be much less processed food and much more fresh meat and vegetables for a lower price than now. Roads are much more expensive to build and maintain per passenger than rails. Biggest benefit, no traffic jams. And an underlying benefit which many people don't care about is reduction of pollution in cities.
      It is transcontinental railroad that connected America.
      But we sure cannot change now since all the cities all already designed assuming everyone owns a car and commercial and residential spaces are designed in a way to be only accessible by car

      @@davegreenlaw5654 Sometimes the quickest solution is not the best solution. It would be, of course, hard to tell people to have patience. Giving trains time and the possibility to develop would have changed alot of problems that we see today. As you mentioned "limited routes, limited times" are actually problems of a broken mass transit system. This is the result of neglecting its development and not the reason why people don't want to use it.
      "And then walking to your destination". In many countries where there are fairly effecient mass transit system, there are also better roads for other means of transportation other than cars. People who take the train can therefor also use bikes or they can sometimes walk a short distance since the train system is extensive.
      "Do you really think they would turn down this new mode of transportation?" Well, can we expect people not to choose the easy way out? Of course not! And that's part of the problem. In my opinion, other types of transportation got too much room for expansion. Maybe this shouldn't have been up to a supply and demand market?
      The problem what I see is that we see automobiles, trains, airplanes and boats as seperate, when they are in fact part of transport as a whole. Expansion of transport shouldn't, in my opinion, be about expanding whatever transport that is attractive in the moment. it should be viewed with reason and logic. Also, again in my opinion, transport companies should have the responsability to fund the progress of reasonable, energy effecient, mass transit. That means, for example, an airplane company could give amounts of funds that goes to stearing the transport development. This gives a sustainable balanced system. It is important to remind us what the goal is here. Easy access, sustainable/energy effecient, high population transport.

      Correct me if I'm wrong: Christie vetoed the tunnel because of CERTAIN cost over runs. The supposied cost then was ~$11,000,000,000. NJ would be on the hook for ALL cost over runs. Remember Boston's Big Dig? "Oh yeah, we can do that for $3,500,000,000." Final cost was what?... $12,000,000,000. Christie was right to back out.

      The tunnel you describe, known as Access to the Region's Core, would have only served NJ Transit commuter trains, with a new terminal underneath 34th Street adjoining Penn Station. It would've opened last year, but wouldn't have provided any help to Amtrak or sufficient space for all of NJT's trains. Christie's cost overrun excuse has been proven an outright lie, as his own agencies predicted no such problem. The only reason he cancelled it was to steal the $3 billion state/Port Authority contribution to avoid a desperately needed gas tax increase, which he was forced into 2 years later.       David Koenig your half right here. If the ARC tunnels were built it would have freed up the Old Penn tunnels for near exclusive Amtrak use and proper maintenance.

    The 2nd water main tunnel under the hudson river up in Newburgh has a Major Leak and hundreds of thousands of gallons of water a day are spilling out. The Tunnel is ready to collapse. They are building an emergency tunnel next to it as we speak. The major problem is two valves on both sides of the river. These valves haven't been used in over a hundred years and they have no idea if they are functionable. These two valves are required to divert water into the new tunnel. If the valves don't work before the tunnel caves in New York City is dead without water.

    This gives me a new respect for the Sand Hogs. I hear they're going to finish up the Water Supply Tunnel #3 this year and no doubt they'll roll those guys right into the Gateway Project to get it completed. No city's infrastructure lasts forever, so I'm glad we can count on our subterranean workers to make it right for the rest of us.

      Lets hope Biden ends the impasse and the federal money needed to make this project happen can finally be approved (Biden certainly wont be telling a bunch of democratic politicians in that neck of the woods that they can't have their new tunnel unless they support a border wall on the other side of the country to keep Mexicans out that's for sure)

      The rebar in those tunnels has got to be in very, very bad shape. Once they start to oxidize (rust) it becomes almost impossible to stop; even areas that seems ok can have oxidation starting. And with age (and the constant vibrations of the trains going through -- though if a roadbed is well-maintained, it should be minor, so issue is tiny force applied almost constantly), the concrete itself can develop micro fractures. Sandy was devastating. I remember reading accounts from from folks in NYC at the time.

      @@mirzaahmed6589 That number is more like the GDP of the entire NEC megalopolitan area that the tunnel (and Amtrak's NEC) serves. And if the tunnels are gone the most important part of this transportation network breaks. But that doesn't mean the entire 20% of the GDP is gone. It will still be a huge and painful impact though.

      @@mirzaahmed6589 Well I think that in some cases is exactly the problem. Bureaucracies and corruption. For the civilian workers, how many of them are REALLY needed? And for the R&D, there are studies showing that the DoD is basically 'scammed' as many experts believe that the suppliers have been overcharging them. Some even estimated that if this is solved the military spending can be reduced by 20~25% alone.

    When one track goes down (as it does now on many weekends for emergency repairs from Hurricane Sandy damage back in 2012 when the north track was flooded with SALT water) the number of trains per hour drops from 24 to 6. Guess what? Massive backups occur even on weekends. This is a need at this point for the 2nd tunnel Gateway project before it is too late.

    Correction: The North RIver Tunnels and NY Pennsylvania Station opened 1910 which makes both 110 years old in 2020. In 2030, both will be 120 years old.

      I think she's a doll. I believe that question like feel is called 'Upspeak'. I first heard about it in the 90's. Early hipsters were doing it. I believe it's supposed to sound more happy, pleasant. I didn't notice her doing it.
      This was a good video. I'm a hard core New Yorker. I remember Madison Square Garden being built. I saw Bob Marley there. He was great! Sly and the Family Stone, the Rangers hockey team.
      I must have seen the old Penn Station in my youth. I don't remember it though. The new Penn Station is boring, but it's functional and easy to navigate. A nasty Wall Street guy tried to stab me with a knife there.

    My problem with this video, and ones like it, is they lead to the inference that trains were not financially viable and therefore failed in the US in the 1940s through 1970s.
    This distinctly ignores the fact that the train systems were very heavily taxed and the taxes were used to subsidize and grow fledgling airports and airlines as well as the highway system.
    These transit modes were not competing in a free market. One mode was sacrificed to build the other.

      Remember the role that GM had in lobbying the government on legislation that harmed railroads, along with engaging in economic practices that were clearly an attempt to monopolize transit in many US cities, in violation of the antitrust laws. But when the case was brought before a civil jury, the jury only allowed $1 in damages to those who brought the antitrust lawsuit. So don't just blame the government (although I agree the government had the lion's share of blame in the many causes of the decline of the railroads).

      Cheddar operates on a lower budget than outlets like Vox but it's still decent coverage. Yeah, some of the stock videos were wrong (only the first mention of the Portal Bridge was correct, the wrong bridge was shown after that). But other than some very recent developments, the fact that the portal bridge is being replaced not renovated, and a slight misunderstanding of the age of the current GCT, the facts were correct.

    This is unsettling given the amount of times I go from south Jersey so nyc. I truly hope the find a good solution to this. I love Penn Station. It’s basically my childhood. You move so fast (usually) you don’t pay attention to what it looks like. But to lifelong visitors, it’s looks are charming. However, it does need expansion desperately. It always has because as soon as they finish renovating they’ve outgrown the new size. It has an iconic look however quirky it may be. Not to mention the folks who commute daily from South Jersey and beyond on NJ Transit.

      I backtracked and the statistic came from Chuck Schumer via #neverttump Bloomberg. The premise is that if people can’t ride the Acela nonstop from DC to Boston, 38 million people in the NE would be unemployed.
      This “journalism” is what STEM hath wrought. Math is hard.

      The Hudson River tunnels carry freight from along the entire east coast to and from the New Jersey and New York ports. This is in addition to the passengers from north of New Jersey to the south.

      Like Maine, Connecticut, Massachusetts, New Hampshire etc. The New York ports also handle imports and exports for the southern US States as well. Canada comes into the picture as well.

      Allan Gibson those tunnels don’t transport freight. The only freight they’ve ever transported was mail. But the tunnels do connect the North East together and are VERY important to New York’s Success.
