Oh I would have loved to do this in the UK but network rail have ripped up just about EVERY mile of disused track there is to sell it or simply scrap it so even though there are loads of disused rail routes they don't have track any more very sad.
Generally that's not permitted. NARCOA excursion operate with the permission of the railroad, for participants only. Regarding home made speeders, the Rulebook ( www.narcoa.org/docs/rules/rulebook/rulebookV7.pdf ) does have language covering custom built equipment: 1.09 Custom Built and Modified Equipment. On-track equipment that is other than original factory built equipment or that has been modified by replacing original factory components with non-similar components will be considered to be “custom built” equipment. Intended use of custom built equipment must be declared and equipment described to Excursion Coordinators in advance of planned use at any event. The Excursion Coordinator may refuse use of said equipment at any particular event.

Start cycle tracks along them. Worked well in New Zealand
