bro all settings are default, no overlocking, i only enable xmp/docp of ram in bios, did you turn off VSYNC in nvidia control panel?
you can also type in cs2 command console fps_max 999 to unlock your maximum fps.

My graphics card is RX 6700, it is a card close to yours and it fluctuates a lot and does not see 400, I do not understand the fps.
