I think there are 2 reasons:
1. He's just an NPC for your kingdom.
2. They probably didn't have time to make Twisted Donut Cookie's mechanics to fight in levels, due to not having enough time and developing Tower of Adventures.
This is what I believe. It's not confirmed yet.
