could this tutorial be used for a regular body suit?
Absolutely! You probably don't want double lined fabric for a casual bodysuit so I'd instead make it with one layer
This video tutorial really helped me, but I'm still confused about one part. When do we need to sew the upper seam of the sleeve? Does that happen at the same time when sewing the neckline? Thank you

This one I had custom printed as I used to sell it! But not anymore, so maybe try Etsy for something similar!
Can this be done in a 1mm neoprene?
Personally I would use a different technique for neoprene, as concealed seams with such a dense fabric sounds uncomfortable. This pattern is also drafted for stretchier fabric, so adjustments would need to be made. But as far as the general shape, you could totally do it as long as you're aware of the tweaks you'd need to make!
