those three chords are immense because the first two chords are basic E Minor chords, however the first one is played in First Inversion, the second is another E Minor chord in Second Inversion with an added E to auxiliarate 'E' the soundingness, the third chord is then a C Major add 9 in Second Inversion.
Even though Elgar uses basic chords, his use of voicing and voice leading in addition if the of the 'ff' dynamic played on the chords make it very dramatic, even though its a i-i-VI progression it sounds rich and melodramatic
