Thia massively undersells the Grinch. It's stated that the Grinch has all of Santa's feats ( Then he slid down the chimney. A rather tight pinch. But if Santa could do it, then so could the Grinch.) This means at a minimum the Grinch can travel 11 million MPH, much faster than Homelander. And thats not taking into account any of Santa's other feats.
You should have taken the Grinch Halloween special into account, as it expands on his lore and is in the same style and therefore, presumably, the same universe as the original animated special.

Since those whos also live in who-ville and are drawn similarly to the whos in "How the Grinch Stole Christmas" it can be fairly safely concluded that in Dr. Seus' "canon" (such as it is) that the Grinch is similarly tiny. The 2000 movie makes it explicit by stating in the opening narration that the events of the film take place on a snowflake. Of course, you sort of get around this by stating at the beginning that you are only taking the animated movie as canon, and this is never stated explicitly in that film.
