@@VCanisMajorisY So for this muppet. Forget making a complaint.
Report him for committing the offence. Do that via a police website, not 101, not in person.
      Now you are "involved".
That means you can increase it to a complaint
There are several reasons for the complaint on top of the criminal offence.
You are responsible for your own professional behaviour and, to ensure that you are able to deliver the highest standards possible, you must have a good understanding of the contents of this Code.
      1. Honesty and integrity I will be honest and act with integrity at all times, and will not compromise or abuse my position.
      2. Authority, respect and courtesy I will act with self-control and tolerance, treating members of the public and colleagues with respect and courtesy. I will use my powers and authority awfully and proportionately, and will respect the rights of all individuals.
      3. Equality and diversity I will act with fairness and impartiality. I will not discriminate unlawfully or unfairly
      5. Orders and instructions I will, as a police officer, give and carry out lawful orders only, and will abide by Police Regulations.
      6. Duties and responsibilities I will be diligent in the exercise of my duties and responsibilities.
      9. Conduct I will behave in a manner, whether on or off duty, which does not bring discredit on the police service or undermine public confidence in policing.
      And for the other officers
      10. Challenging and reporting improper behaviour I will report, challenge or take action against the conduct of colleagues which has fallen below the standards of professional behaviour.
So you can widen the complaint to include all the other officers, of course with the get out for them, if they have already reported him.
      So what needs to happen?
      1. He needs a pyschiatric evaluation to see if he's up to the job or needs help
      2. His past record needs to be examined to see if he's committing a pattern of abuse.
      3. If there are past victims, they need to be exhonorated.
      4. Other officers need to be retrained on their ethics obligations.
All perfectly reasonable things to happen. :-)

9:00 So when police break the law or bylaw they get investigated. But if anyone else break the law they get arrested. Police are not above the law. If a cop breaks the law it shouldn't be handled via a complaint, they should be arrested just like anyone else. This constable is basically saying that he can't arrest a sergeant for breaking the law.
I will accept that the constable can't actually arrest there and then since he didn't witness the crime but he can still log the crime and sergeant 75 should get a voluntary interview during the investigation of the crime. I will also accept that constables can decide not to handle a minor crime when they are busy (though sitting in a van stretches that point a bit) with something more major. But they should encourage the person to use 101 rather than try and argue that the crime wasn't a crime. Poor policing.

However swearing itself is unlikely to be a contravention of the bylaw because everyone swears as part of normal conversation. It is how the swear words are used that matters. Using the words to demean and insult someone is what breaks bylaw 6. So repeating what you heard or using it as an example doesn't contravene the bylaws. Sgt #75 use of the same words do contravene the bylaw as it is actions and other words and attitude that matter.
