Not really, there is little information about them but the most agreed trope was they pretended to be an emissary delivering a message to get closer to their objectives. That simply doesn't work in real life because of language barrier, official seals, different genetics and it is considered a big war crime by all countries.

The Frumentarii and Oprichnina were secret police, not assassins and the Vehmic courts were in fact (as the name suggests) courts of law. In fact many of these organizations don’t fit the assassin archetype. While most conducted assassinations, that was not their main purpose
I mostly agree with what you say. But the frumentarii were more like roman soldiers who were sent to foreign villages to ensure the food supply for the army and also scouted the area, afaik. The others on the list might be just like nowadays the idealized MI6 or CIA, not their main thing but they would be the ones tasked with it if demanded.

No not all of them are Assassin orders exclusively.They had multiple factions.If the standards of this list is being something like parastatal power that got decentralised from main-one and acted as their own, every country should have more orders.Apelates in medieval Hellas and Armatoloi and Kleftes in early 19th century should also count.Also Praetorians acted more on their own than under a political power and i still dong see them on this list.
