2002 renault clio wont start issue - can anyone help?

- Turn on ignition, battery and stop lights flicker and a relay under bonnet clicks, but wont start, starter motor not operating. Immobiliser seems to be working ok, and the battery is all ok. Could this poss be a faulty relay which seems to be for the fuel pump?
