Canada has a tradition of protecting draft dogers and there's at least one case of accepting Russian draft dogers. Pay in Canada is pretty good. We really need tradesmen, or people willing to learn trades. Fully qualified, in Alberta Canada, skilled trades can make $60,000 to $250,000. Housing starts around $150,000 for an Edmonton condo that's well built compared to Russian standards because Canada's building code is pretty good.
