You can get puff pastry at most grocery stores. The brand we used for this video is Dufour, but we have had great luck with Trader Joe’s Puff Pastry as well.
Toine, have you tried using Castor sugar (basterdsuiker)? It is finely ground white sugar, it melts a lot faster than regular sugar. It should give you the glossy finish. If you have a hard time finding it, you could simply use a blender or food processor and pulse regular sugar till it's finely ground.
Bake the krakelingen just shy of done, than pull them out, heat the oven to 230-250°c and put the still hot krakelingen back in the oven for 3 minutes. This will caramelize the sugar into the shiny layer. Edit: putting them under the grill also works, you just need some fast high heat to caramelize but not burn the krakelingen.

I have used witte basterdsuiker before, and it didn’t behave quite as nice as I wanted.
