Take your evidence to the District Attorney's office if the police will not arrest the suspect. An arrest is not necessary for you to press charges. Also being rude & vulgar on tape will not help your case before a jury. Be professional.

It may be the American way, risk averse. The agency writes the contract and the security companies bid for it and I suppose it's the agency who stipulates they be armed in case some nutter with a gun decides to do a cull in their premises and if they don't have an old man and the obligatory half wit side kick to protect them with their penis extensions the agency could be liable for compensation claims.
But ho hum, where I live only the police may carry guns and that is only for self protection and not to be used for apprehending criminals, so if someone is shot in the back while resisting arrest for spitting on the pavement, the cop is well and truly, well you know what I mean.
