Not invisible. The lightbar is an old strobe lightbar. Modern cameras actually only catch 1 or 2 flashes from them out of a dozen. That lightbar is actually incredibly visible, but not to the camera this guy was using. If he had been using an old film-based unit you'd have seen it.

It's a camera problem. The capture speed of the camera and light flash pattern don't match. Happens all the time

Strobe bulbs flash at a certain frequency that doesn't allow cameras to pick it up
But In real life these are bright sometimes brighter then led
It's time to acknowledge the fact that strobes are terrible warning lights. Very low FPM.
They look terrible here due to the frequency they flash at and the framerate of the video. They look far nicer in person and can be very bright.

Actually it was it’s just such an old light bar the camera can’t pick the light up very well but the light bar is on
Strobe Lights don’t pick up well on cameras because of how the camera picks up light. That light is likely functioning fine.
