In my experience, yes you would be able to as long as your jacket goes over the end of the cover so water doesn't run down underneath onto your trousers.
I received my own leg cover 3 weeks ago. Overall, pretty happy. However, the upper aft part of the cover flips when i drive above 90kmh, thinking about some kind of attachment to the body. Do you experience the same problem ? I am also missing the rubbing strips as well,... sad. I ended up finding my own black tape for protection. Nice video.
