Lewbert isn't really a villain, but more of just a comedic nuisance. I don't think there was any episode where he deliberately tried to cause trouble for the Icarly gang out of some twisted motivation. If anything the icarly gang are the villains since they're always pulling pranks on him for laughs, including one where he got seriously injured, as well as bringing back his old girlfriend, who's arguably the cause of all his erratic behavior.
I won't lie... Nevel teaming up with Nora would've been one of the coolest things ever. With Nevel's tech genius and Nora's master planning, the two could've been a force to be wreckoned with and the iCarly gang would've had to think hard about how to get out of it. Well, there's still the sequel show coming up so there may be hope.

I always think Nevel is the best, the most memorable and consistent villain in the series and is in, maybe, my favourite episode of the show the hacking episode.
Chip should've at least talked to either Spencer or his father about how he feels about Chuck being sent away, Mr. Howard and Ms. Briggs should've been fired, Chuck and Lewbert should've been in anger management, Nora should've been committed into an insane asylum and Nevel should've been banned from the internet. One thing that has often baffled me is the episode where Nevel tricks the gang into giving him a car. Why did it never occur to anyone that you have to be old enough to have a drivers license (or in some places 18 years old) to win a car. Nevel is not old enough to drive, therefore the icarly gang could refuse the prize to him for being underage.
When Nevil showed up in Sam and Cat, I was wondering when he'd return with Gibby, considering the ending to the episode seemed to have a cliff hanger. Sam and Cat wasn't a terrible show, but I didn't think it was a perfect show. One thing is clear, I'd like to see Nevil again some day.
All these iCarly villains definitely deserved to be on this list, especially Nevel Papperman as #1. Please make another list, Ms. Mojo, & this time include Wade Collins as #1. If both lists are combined into a top 20 list, bump up Wade Collins as #2 & keep Nevel Papperman as #1.
Lauren Ackerman (The lovestruck History teacher), Dana Bukowski (Sam's villianous friend), Wade Collins (The nasty singer), Amber Tate (The spoiled TV girl), Valerie (Freddie's conniving gf) and Jocelyn (Bully girl) deserved HM's as well. They were more villianous than Mandy who was more of a minor nusiance than anything else. In fact, this list should've been a top 20 Villians.

Lauren Ackerman (The lovestruck History teacher), Dana Bukowski (Sam's villianous friend), Wade Collins (The nasty singer), Amber Tate (The spoiled TV girl), Valerie (Freddie's conniving gf) and Jocelyn (Bully girl) deserved HM's as well. They were more villianous than Mandy who was more of a minor nusiance than anything else. In fact, this list should've been a top 20 Villians.
