Heisei Era characters have feats, commendations, and power scaling of Solar System+ (at least) and MFTL+ level, nothing in the Monsterverse has feats this impressive. And Destoroyah is not weak to the cold, he had to be weakened by Burning Godzilla's most powerful attack, leaving him in a dying state and only then was he weakened with the army's freezing weapons. Even in previous forms, Destoroyah was unaffected by those same weapons.

Watching this video made me realize that, in order for Dest to enter the monsterverse and have him still be a major threat, they'd have to either disable shimo for most of the movie, make Godzilla only go thermo at the end of the film, and/or have shimo being busy worrying about something else for most of the time.
