Sandisk Operation Failed Fix for Flash Drive

The “Operation Failed” error says “try again later”, but this is misleading. I called SanDisk tech-support and they confirmed the error occurs when your storage is too full to download files from iCloud.  Once you delete some files from your device, you’ll be able to start moving files to your flash drive in small batches.  Later, when more space becomes available, you will be able to move more files in larger batches.

Keep deleting recently deleted files as well.

You’ll need to clean up photos and videos in small increments on your phone first. Then, keep deleting your recently deleted content. Once you free up some space, you can start adding them to your external drive in small increments. As more space becomes available, you can unload more files at a time.
