I wanted to ask if its really necessary for me to write the IELTS exams so that I have evidence of English proficiency or I can use my O level GCE English language results to apply for medicine at UCLAN

Hey Tanaka. It depends on whether you are already studying in the UK or not. If you aren't, I think you would need to write the IELTS exams to get a student visa anyway.
But you can email the admissions team for advice as they are better equipped to answer any of your questions: [e-mail]
