Long ago, there were two settlements on either side of the river, each the capital of their respective Gnome kingdoms whose borders stopped at the river. These kingdoms were fierce rivals, and it was said that if either side tried to cross the river, it would be an act of war on the other.
One day, a dense fog rolled out from the middle of the river, and booming thuds could be heard echoing over the river. Fearing an attack, both sides prepared for war. Each day, the fog crept closer and closer to the shores until finally it reached the banks and began to crawl up higher and higher.
The booms grew closer and closer with each passing day until one day, when the kings were each standing with their armies ready, the booms stopped and the mist began to retreat and standing before them was an enormous staircase of huge smooth stone blocks.
Each king took their army and ascended the stairs and found they led to a bridge half a mile wide. Leading their armies into the mist, the kings marched for miles until suddenly the entirety of the fog dropped into the river and the kings were standing mere feet from each other, and standing between them was the bridge builder.
The legends don't record what was said that day, but the two kingdoms united into an empire with a palace built on the enormous bridge.
