Liberty is a wider, generic term; freedoms are specific and granted by the sovereign. Liberty is the foundation on which various kinds of freedoms emanate. While Preamble deals with the foundational question, Art 19-22 deal with specific Freedoms. Blessings

Regulation is a legal sanction; rules are subsidiary and made by authorities for local needs. Like shops may close by 7 pm, remain close on saturday-sunday etc are rules by local authorities. They may differ from place to place, organisation to organisation.
