They were essentially two different bands. Even if Dave had stayed, Eddie was changing the music to a more keyboard oriented sound, which is obvious in "1984" and shows up slightly in "Diver Down" which was thrown together in comparison to the other albums in the existing catalog. DD is still good but nothing like the previous albums. I was a fan of Sammy's beforehand so him joining was a surprise yet a pleasant one.
Sammy is better liked than DLR. DLR was a true rock star and he flaunted it. He was on top of the world fo ten - twelve years straight. Hard to beat those first four VH albums.
He's probably better liked, but that's not the same as more respected as a musician. I'm guessing that a total of zero high-level rock musicians in the world think Sam Halen music is as good as Dave Halen.

Hagar plays guitar that's why. Roth is a great front man singer. Singers are easier to replace.
