To get in the construction site, you need to climb the vines on the building across from it, let your climb stamina run out, then press the jump button, and it will jump you into the construction site.

Sometimes trying to jump from a little backwards helps, or just from a different angle. If that doesn’t work you could try standing back a bit and using the precise jump thing
