I believe if w/l ratio of nmos is increased then fall time of output will be reduced ....

Sir If power is in increased,
Power dissipation increases
& Delay will decrease & hence frequency will increase
But Sir u mentioned it otherwise

if aspect ratio of nmos for inv1 is larger then 2nd inv so fall time of inv2 is smaller than inv1.
