I've seen something like this done many years ago it was called cold cloisonne. Instead of the thick glue you would use spray adhesive and attach pieces of thread to the picture and then cover it with the foil and paint it using paints , and alcohol inks ,and resin with colors. It was a very interesting demonstration and I always wanted to try it and had forgotten about it until I saw this video so thank you
