Fred uses it to keep time when he's playing rhythms, basically just tapping his foot, he said so on his IG. The pedal only does something when he's doing his leads, which as far as i'm aware is set so that it shifts the delay time, which if you've ever moved the time knob whilst playing, you'll get some wacky pew pew kind of sounds which he takes advantage of

Actually, that pedal is used for his solos. But in this instance he is just using it to just get the rhythm easier rather than on the ground.
