All I know is that Williams held it together long enough to give Canada a drivers Champion in Jacques Villeneuve.

The main reason for Williams decline was Heinz Harald Frentzen. Frank wanted him in the car ever since 1994 Brazilian Grand prix when Senna was driving behind Frentzen in practice and than said to Frank "who is the new Sauber driver, he is really good" that really resonated with Frank especially coming form Senna and when looking for replacement for Senna after his tragic death, Frank offered the seat to Frentzen but he declined because of his commitment to Sauber. For 1997 season Frentzen was finally available and Frank signed him immediately without even talking to Hill or Newey about it while Hill thought he was still going to drive for Williams in 1997. That of course upset Newey and made him switch to McLaren for 1997. Thus, it was Frank's obsession with Frentzen that set Williams on a downward trajectory.

It wasn't just that - they lost their lead driver in 92, 93, 94, 96 and 1999. The majority of those were because Frank Williams and Patrick Head wouldn't get on with people and always thought they could do fine without a top driver.
Of course, the Renault engines of the early 90s being superb was really a huge driver for a chunk of their success.

@@samacw Yes that were also contributing factors, especially when they had the best car on the gird, they thought they don't need a top driver, so they had no problem getting rid of Hill but as soon as Newey left they started to decline. Sure they won in 97 but that was still Newey's car, just imagine what Newey could have done with BMW engines in his cars.

@@robertribic6599 you're probably right about Newey to a point, but I think Patrick Head's horrible man management skills are at the bottom of losing their best designer and best drivers.

@@samacw yeah that is very much true, I remember Patrick criticising Hills manager at how arrogant he was and that it was manager's fault they did not sign Hill of 97 but in reality he was just a scapegoat, Patrick and Frank had already sat their minds on Frentzen at the time, not to mention Patrick arguing against some of Frentzen tactical decisions during the races like the time he won for the first time for Williams.
