It does sound like him, though I think this was more a punch line impression than one striving for accuracy as much as the McGiver. (Gilbert doing the voices of John Lennon and George Harrison reciting the "Who's on First" routing is hilarious, and his Bela Lugosi as Dracula is also excellent.)
You have to shave off about 40 % of the laughter from a morning radio interview as not genuine, as the gang is programmed to laugh at everything and very loudly.
