His accent is generic south east England, but he's putting it on for his character. His real life accent is very refined.
Al Murray is here in his stage alter-ego as "The Pub Landlord", whose views on most things is Anglo-centric. (Anglo as in English as opposed to Scottish, Welsh or Irish.)
In fact, he is an Oxford-educated historian...

This is an insane comment, and it's so bonkers I don't even believe it came from an English person. England's been proud of its wild array of accents for years, documenting them obsessively, making out like they're unique in having so many. The closest thing to "proper" english was Received Pronunciation, based off a very educated southern accent (nothing like Al Murray's Pub Landlord in fact, and few spoke it in real life.)
Also if you don't pronounce "what" as "hwat" are you even truly English?

he is English , British is the whole of four countries together , but if you were born in Scotland you will be Scottish , so if you were born in England you will be English , Wales as welsh etc Liverpool are scousers and think they are a small country
