I really like playing against deci for the exact reasons you hate him, it's insanely fun overcoming the difficulties, and using your strengths to defeat him. It's a bit absurd for sure, especially with some of the frame data, but I still have a lot of fun with it. It might also have to do with the matchup, because Darkrai has some pretty good tools against some of the situations, like a good anti-zoning game with ]Y[ and 4/B[A], and a strong anti air to shut down a lot of the options.
Decidueye wasn't in the original Pokkén Tournament for Arcade or Wii U. He was the poster boy for DX and why he's slap in the middle of the box art. Also sucks about you not getting people your rank 😅
I recommend watching pro sceptiles in this game. Because they are worse when it comes to being stupid. (Spoilers, in tournaments, most of the upper brackets are sceptile dittos similar to super smash bros brawl meta knight).
The online is stll active just not that beginner friendly for casual players starting out. Friendly match you should avoid, there are group matches if you can find people around your level.

I am 99% sure the grab range is intentional too. Why? Because Decidueye's Hidden Ability in the mainline games is Long Reach.
And yes, decidueye players tend to turn their brains off and get away with it, you'd be surprised at what sceptile can do too.
