    Wrong some cities were free after 146 bc like athens they only got conquered after mithrifsted

      free city means they were autonomous under the republic but not independent, Athens was a major free city up until 486 because it was of cultural significance, many Roman senators were given the position of achron(most notable example : Hadrian during the Imperial Era). In addition, cities like Korinthos was technically a free city only until Ceaser which he had made it a Roman colony(so the free cities were kinda like socii in a way)
