Yes he was not authorized or justified in shooting anyone where there is no evidence your life is threatened. He could have pulled his weapon and pointed it and they would have left at the same rate of speed. But he went a step further abd pulled that trigger to take a life. Police routinely lie in reports to cover inappropriate activity and a few officer will use their police report to hide unlawful behavior. My gut feeling here is this was unlawful.
