what should be the difference between circle rate and market value. market value is determined by demand and supply, so one can buy a property at any rate. Asking a broker this value is like asking chicken weather to kill her or not. I believe market value should not be more than three to four times the circle rate.

Yes , i don't think a person without civil degree can do valuation in building. let me confirm this once
