Jimmy/Steve was literally a main character on the show. Crazy how bad the writers treated his character. None of her boyfriends after him had this close of a connection to the family. Disgusting what they did to Fiona’s character and Jimmy. They were meant to be and even get married in the original UK Shaneless.
That's because they didn't initially plan to bring him back. Season 3 was supposed to end with Jimmy being killed off for good, but Emmy (Fiona's actress) wasn't satisfied with how S3 ended and campaigned to bring Justin (Jimmy's character) back (also worth pointing out Emmy and Justin were good friends before getting cast on Shameless). The writers probably just didn't really try to put together a good storyline for Jimmy season 5 because they only half-heartedly wanted him, hence the mess we got.

He was a good introduction into how no matter how much Fiona had things on point in most of her life she would always pick the troubled bad boy. Jimmy/Steve wanted to "save" Fiona and take her away from her pitiful life not figure out a way to fit into it. The deeper he got into her life the unhappier he was. Fiona was never going to leave her family. Jimmy/Steve never understood that.
Frank used the house as a mailing address to get his disability checks and then spent them on himself. He used the home as a flop house and resented when the kids didn't hand over every penny they had. The ONLY reason they didn't throw him out for good is that foster care was worse.
