Crazy you posted this, I live in the Lehigh Valley. You're right a lot of the smaller townships are covered by the Pennsylvania State Police. I actually kinda prefer it because you don't get a bunch of corrupt small town sheriffs or police forces running speed traps to generate the townships money.
