Not that this is not a good development but there are 14 parishes; when are the leaders stop centralization and holistically develop the entire 14 parishes. One could argue, that colonial left overs, foreign corporate ventures, returning residences and criminal (drugs) money built the rest of the island infrastructure. Montego Bay comes to mind. Just a "sham" I guess
