I peeked around a corner and took one to the helmet. It was estimated that the shot was from about 150yrds. A lot of people don't understand that yeah we made body armor. But then we made ammo that goes through the body armor. We recognize the enemy is doing the same thing so every country gets something to beat that thing. That is how warfare works. Something is made and something gets made to counter it.

I remember doing the army ROTC class in college. When we were on the live fire range, we were wearing old frag vests (heavy padded vests for catching grenade and bullet frag) as stand-ins for body armor, and mine had a small hole in the left breast pocket. When I opened it up, there was the instruction manual on how to lace up the sides, it had a matching hole in it, the padding had a hole, and the back pad looked like it was hit with a shotgun. My confidence in it protecting me at all dropped to 0 that day because I realized I was wearing a dead man's vest.

NATO's SS109 is a 62 grain projectile going about 3100 fps from a 20" barreled rifle. The US adopted their own version, which functions in any NATO issued rifle, but it has a hardened steep "Penetrator" tip in front of the lead core. It's still 62 grains going about 3100 fps from a 20" rifle. The "penetrator" is supposed to help with penetration against barriers like interior and exterior walls. But it doesn't...what the penetrator does is go in a random direction inside the target when the bullet fragments. Some time ago, the Army figured out that the shorter barreled M-4 wasn't doing so well with the M855 round. When you have a shorter barrel, the bullet doesn't go as fast so it doesn't hit as hard at range. Killing two birds with one stone, the US Army started using an "eco" bullet that's lead free so they don't have to worry about mining the lead out of their shooting ranges when it starts leeching into the groundwater, which then gets into the water tables where they do a lot of training. The new round is the M855A1, which is a bullet machined out of copper, but it still has the steel "penetrator" in the tip, but it's still not Armor Penetrating. Because copper is lighter than lead, the bullet is longer with a better coefficient of friction. That gives it better long range performance and accuracy. The US Army ends up dictating what the US Marines and other branches adopt because Big Army contracts end up what the industry makes for everyone else. For a while, the Marines were using the same 77 grain ammo the Special Forces issue, but smaller contracts cost more, so now they're using M855A1.
The term "armor penetrating" has been co-opted for political reasons into rounds that can penetrate bullet resistant vests instead of actual armor plate, btw. Most rifles can penetrate body armor without plates, but most criminals use handguns and rarely wear body armor.

I'm really surprised they stopped a 44mag. I had the Kevlar before ach then later issued ach. The first helmet would offer little protection from direct fire even from pistols. Both of these were huge improvements to that. But yeah at the end of the day they are designed for frag protection. You have diminishing returns if your walking around with the equivalent of level 4 plates on your head.

The standard for testing rifle penetration has been to penetrate a helmet at 100 meters. It used to be US steel helmets at 100 yards, now it's Kevlar helmets at 100 meters. You have to be LUCKY for a helmet to do anything against any rifle. Flak vests during Vietnam until the 80's was never meant to stop bullets, but to prevent wounds from shrapnel, just like helmets. Plus, if you're shooting an enemy who's facing you, odds are they'll get hit in the face where there is no protection other than goggles or NODS (which still won't stop a direct hit).
