Basically, if you go in to someones house and kill everyone in cold blood then its your god given right to own that place and walk out as an innocence man. After all, its because of them that you robes are soaked in blood.
Ps: this isnt even a bug/oversight/game limitation for morrowind, every other place has a normal justice system. Only im Telvanni cities can you do this.
That's just Nordic culture for ya. No matter the difference, if you win a sporting match of fisty-cuffs, you're friends for life.
