THIS IS BIGGER THAN YOU THINK IT IS:- Not only is it a science lab, it can become India's equivalent of US Military's Cheyenne Mountain Complex. Which is a bunker where the American Aerospace Defence Command NORAD is located and which is built to withstand Nuclear Warfare and ensure that the POTUS and US Government can remain protected even if a massive nuclear war ends up erasing almost all of USA. Once the Neutrino Observatory's work is finished in a couple of decades and we have to dismantle the lab, we will still have the massive tunnels and caverns we've dug up for the lab left behind. We can then REPURPOSE these caverns and tunnels as a NATIONAL RESERVE COMMAND CENTER where all our top military and civilian officials can retreat to in the even of an impending Nuclear War, to ensure continuity of the Government of India even if a literal nuke is dropped on top of them. We can also add some AD-1 and AD-2 as well as PDV Mk2 Ballistic Missile Defence missiles and an LRTR-3 radar station to shoot down enemy nukes that attempt to target this site. Only minor issue is that Delhi is far away and shifting so many VVIPs in a crisis situation from there to here is not easy. But we can work it out, just need to increase our fleet of VVIP helicopters and planes (NAL RTA-70 and HAL IMRH VVIP version can help). BETTER THAN THE CHEYENNE BUNKER OF USA: Cheyenne Bunker is under 600-900 meters of Granite. INO is under 1.3 kilometers of granite. Cheyenne Bunker's entrance tunnels are mere tens of meters. INO entrance tunnel is almost 2 km deep. Overall, INO is seated MUCH deeper in the mountain than the Cheyenne Bunker is. We just need some good blast doors and a robust comms. system and that is it. We'll have a massively secure complex, drastically increasing survivability of India in a nuclear war scenario.
Like your thinking but since this is in TN, its a bit far from Delhi... I suspect they are already building a deep underground facility as a part of the new Central Vista project... which also includes a whole underground self-contained Metrorail system for which excavation is currently happening...
