Why does everyone say the policeman is heartless? He acted completely normally, he couldn't have done anything more and he only gave her a warning where someone else would have gotten a ticket.

There is a fine line between stalking and taking pictures. Briefly pacing someone to take multiple pictures is 100% completely legal! Not only is it legal, its a constitutionally protected activity. The cop knows this and also knows, theres nothing law enforcement can do, nor should they do. Its ok to feel sorry for her, but its an ethical dilemma not a legal one.
