Don't think so, looks like a so-called neo classic based on 80s Lincoln Town Car Limousine. Not sure about the manufacturer, maybe Excalibur Phantom, Gatsby or Empire

well it is i was there and i took a picture of it on goggle and it came up with a old russian limo
