Yeah, it's actually the theme from a level in Segasonic the Hedgehog called Trap Tower. However, the Mania Plus version is heavily stylized to be more jazzy. This remix is styled after the original arcade version. 👍

It doesn't surprise me though that he originally had red shoes. Pretty much every Sonic character besides Eggman had red shoes back then that were a variation of Sonic's one striped shoes.
This is really great stuff! This is probably just the movie composer in me, but I think you should try and separate the melody from the trumpets and make two original compositions that function as themes for Ray and Mighty respectively- so this theme almost becomes the two of them working together.
