As per rule 9 Narrow Channel
Vessel nearing bend should sound appropriate sound signal as per Rule 34 that is Morse code T ( _ ) that is one prolong blast to make aware other of my posn.

Letting cargo ship to proceed as give way vessel
Because the cargo ship doesn't has enough sea room on her STB side therefore she will have limited sea room because of shallow patch
