Even if they have an owner and it's too tight it should be taken off and the owner called if there's a phone number, to let them know that the collar was tight when they saw the cat.
My cat chews off her collar all the time and is not homeless. She just hates her collar. She also is only allowed in our back yard, usually in a dress or harness so if she ever escapes there is no way someone will think she’s a stray. 😂😂😂

Yes.... Once I was at a bus station and a black cat jumped onto my lap out of nowhere. He/she was so affectionate. It was plain to see that this cat had either gotten lost or been abandoned. This cat was starving for love. I would have taken the cat if I could have, but I was just about to get onto a bus and had nothing that could be a carrier. It hurt so much not to be able to offer him/her a home :(
