Maybe he was reading off the credits which lists otomo as being the original work, script, and story writer and assumed he was the creator. But didn't read further down that actually states who the director is.

He isn't, he just wrote it, and they made his name the biggest on the box to sell it. The director is Hiroyuki Kitakubo, who is severely underrated.
