Dryer box install

The dryer box is a great invention to make connections easier and less chance of crushing the vent when you slide the dryer back. But why are some builders installing them wrong? Putting the box too high defeats the purpose, unless you have pedestals. Many builders will say it is because they offer 4 1/2" baseboard. Who cares about baseboard behind the dryer?
