OSHA is not funded by the government. It operates solely on the fines it gives which are enormous. We had a room under renovation that was clearly marked as such, inspector went in anyway and fined us 800 for a cracked electrical outlet. The stuff in these pictures would be astronomical if they showed up.
There are multiple companies in the USA that are not covered by any safety laws and are actually protected by law from any compensation for injury or death. These include oil, coal and gas industries in multiple states and some manufacturing companies.
The majority of the world's population are not protected by any occupational health and safety laws and the majority of countries worldwide have no building safety standards.
I still remember the time my best friend sent me a picture one of his coworkers took of him standing on construction stilts...on a ladder...at the top of a flight of stairs. Luckily, the next phone call came from him and not the coroner's office asking me to identify the body.
