Lois did not stop him from saving Lex, he was too weak from the Kryptonite cage and his powers did not regenerate that fast in the first season so he was unable to fly to save Lex or even to move fast enough to catch him.
Another thing is that Clark didn't want to give away his secret identity. Seems a bit cruel if true - to let Luthor die but they did bring Lex back later. You don't kill off the super-villain.
