There's no particular last date but your application form will be evaluated in February/March ! So make sure you submit your application before February ! And one more thing that once you have submitted the application form , you can edit the application form till the time they are evaluating your application form xD

I guess this is either an issue on there end in the website or may be some network issue ! If you have submitted the form then your answers won't go anywhere , they are saved . Try signing out n then signing in ! That might help you:)
